You have submitted a sample, which we are returning to you. Item number 2400108 is a tote bag constructed with an outer surface of cotton textile material. The textile is not of a pile or tufted construction. The textile has a coating on the lower 1/3 of the bag. The essential character of the tote bag is imparted by the textile material, General Rule of Interpretation 3(b) of the Harmonized Tariff Schedule of the United States (HTSUS) noted. The tote bag is designed to provide storage, protection, organization, and portability to personal effects during travel.
