The sample, referred to as a Needled Polyester Felt Roller Sleeve, is a rigid tube with a soft surface texture, measuring approximately 120 millimeters in length and weighing 124 grams. According to your submission, visual examination and previous contact, there are five versions of the felt roller sleeve: 012615-050, 012615-080, 012615-100, 012615-120 and 012615-150. Your letter and the submitted drawings indicate that the roller sleeves are identical in material, shape, size and intended use, with the exception of their length, which ranges from 50 to 150 millimeters. The sleeve is composed wholly of needled nonwoven polyester fiber felt which has been formed into a tubular shape, but which retains its fibrous nature. The sleeve is capable of absorbing liquid, and will be used in a machine for the surface treatment of rubber tubing preparatory to printing. Your correspondence states the roller sleeves are perishable, that is, the spent roller sleeves would be discarded at the end of their useful life.

A representative sample had been provided. The sample, referred to as a Needled Polyester Felt Roller Sleeve, is a rigid tube with a soft surface texture, measuring approximately 120 millimeters in length and weighing 124 grams. According to your submission, visual examination and previous contact, there are five versions of the felt roller sleeve: 012615-050, 012615-080, 012615-100, 012615-120 and 012615-150. The rate of duty will be 3.8 percent ad valorem. Duty rates are provided for your convenience and are subject to change. This ruling is being issued under the assumption that the subject goods, in their condition as imported into the United States, conform to the facts and the description as set forth both in the ruling request and in this ruling. In the event that the facts or merchandise are modified in any way, you should bring this to the attention of Customs and you should resubmit for a new ruling in accordance with 19 CFR 177.2. You should also be aware that the material facts described in the foregoing ruling may be subject to periodic verification by Customs. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
