You have submitted samples and photographs, which are being returned to you. The articles shown in the photographs are identified as double braided nylon recovery tow rope with 6” looped ends. The recovery ropes are available in lengths of 20 feet to 30 feet and 1/2” to 2” in diameter. You state that the ropes will be imported in their own polyester bag. However, the textile bags are not considered usual packaging for the ropes and therefore must be classified separately. The first submitted sample is a sling bag constructed with an outer surface of man-made textile material. The sling bag is designed to provide storage, protection, organization and portability to personal effects during travel. The bag has unlined interior storage compartment with a drawstring closure. The rear exterior of the bag has an adjustable shoulder strap. The sling bag measures approximately 10” (W) x 18.5” (H). It is of a durable construction and suitable for repetitive use. The second sample is a pouch constructed with an outer surface of man-made textile material. The interior of the pouch has one unlined interior compartment with a three sided zipper. It measures approximately 12” (W) x 2.5” (H) 4” (D). The pouch is of a durable construction and suitable for repetitive use. The applicable subheading for the looped tow ropes will be 5609.00.3000, Harmonized Tariff Schedule of the United States, (HTSUS), which provides for articles of yarn, strip or the like of heading 5404 or 5405, twine, cordage, rope or cables, not elsewhere specified or included: of man-made fibers. The rate of duty will be 4.5 percent ad valorem. The applicable subheading for the sling bag and pouch will be 4202.92.3031, HTSUS, which provides for travel, sports and similar bags, with outer surface of textile materials, other, of man-made fibers, other. The duty rate will be 17.6% ad valorem. Duty rates are provided for your convenience and are subject to change.
