Samples requested by this office were included in your follow-up dated October 3, 2014. You submitted two samples of decorative trims that you indicate will be sold for jewelry-making, decorating, and crafts. The first sample, identified as item #34780109, is a length of nylon cord with 1mm glass beads that have been machine-strung onto a cord; that cord is then twisted and braided into cordage. You state that the stretchable fabric strip is made of 70% nylon and 30% polyvinylchloride. The item will be sold at retail, wound on a printed card. The applicable subheading for item #34780071, narrow woven pile fabric, will be 5806.10.2800, HTSUS, which provides for … narrow fabrics, woven pile fabrics, of man-made fibers, other than fastener tapes. The rate of duty will be 8.4% ad valorem. Duty rates are provided for your convenience and are subject to change.
