The ruling was requested on an outdoor ground mat with brown and beige coloring measuring 9’ x 12’. It is designed for use outdoors. The mat is used to create a clean barrier from the ground or to provide a place to put furnishings or other belongings. The mat is made from 100 percent polypropylene. It is a flat woven area mat with bound edges. It will be available for retail sale in a colored box with a folded carry bag. The applicable subheading for polypropylene rug will be 4602.90.0000, HTSUS, which provides for basketwork, wickerwork and other articles, made directly to shape from plaiting materials or made up from articles of heading 4601: other (than of vegetable materials). The rate of duty will be 3.5 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
