The submitted sample, Style SSCPV5XL “Men’s Chillproof Vest,” is a men’s pullover constructed from a bonded fabric consisting of an outer layer of 80% nylon, 20% spandex, knit fabric, a middle layer of a polyurethane film, and an inner layer of 95% polyester, 5% spandex, finely knit brushed pile fabric. The fabric measures 37 stitches per two centimeters counted in the horizontal direction. Laboratory analysis has determined that the inner layer is a weft knit pile construction. Style SSCPV5XL is sleeveless and has a U-shaped front; contrast color inserts at each side; over lock stitching at the seams; the SHARKSKIN® logo on the front and back panels; and a straight bottom. The neckline, armholes and the bottom of the garment are finished with elasticized capping. Dear Mr. Harmon: In your letter dated May 1, 2014, you requested a tariff classification ruling. Our response was delayed due to laboratory analysis. The sample is being returned. The submitted sample, Style SSCPV5XL “Men’s Chillproof Vest,” is a men’s pullover constructed from a bonded fabric consisting of an outer layer of 80% nylon, 20% spandex, knit fabric, a middle layer of a polyurethane film, and an inner layer of 95% polyester, 5% spandex, finely knit brushed pile fabric.
