Dear Mr. Keller: In your letter dated December 12, 2013, you requested a tariff classification ruling. The submitted sample, PN 129-000-1, described as a steel retaining ring, is part of the front locking mechanism in a WedgeLock Coupler. It fits into a groove and helps retain the shaft within the front lock. The applicable subheading for PN 129-000-1 will be 7318.24.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for screws, bolts, nuts, coach screws, screw hooks, rivets, cotters, cotter pins, washers (including spring washers) and similar articles, of iron or steel: non-threaded articles: cotters and cotter pins. The general rate of duty will be 3.8% ad valorem. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
