Ingredient breakdowns were submitted along with your request. The subject merchandise is described as Sugar-based “fruit centers” imported in bulk from Canada. The “fruit centers” are said to contain 50-55 percent sugar, 10-35 percent moisture, 10-25 percent corn syrup solids, as well as smaller percentages of fruit solids, ascorbic acid and other ingredients. The “fruit centers” are products of Canada and will be imported in individual cartons, each of which will contain a plastic bag filled with approximately 22,000 “fruit centers” weighing 22.05 pounds. Your inquiry does not provide enough information for us to give a ruling on whether the Sugar-based “fruit centers” are eligible for preferential tariff treatment under the NAFTA. Your request for a ruling on the preferential tariff treatment under the NAFTA should include an explanation of the manufacturing process for the Sugar-based “fruit centers” along with the respective countries of origin for each of the ingredients.
