Dear Ms. Grillo: In your letter dated November 18, 2013, you requested a tariff classification ruling on behalf of Troy Lee Designs. The submitted sample will be returned. Item #1544-0934 “Skyline Lightweight Trail Short” is a pair of men’s shorts constructed from 92% polyester, 8% spandex woven fabric. The garment features a flat waistband with adjustable tabs at each side; a fly front opening with a hook and loop closure and two snap closures on the waistband; two front quarter pockets; a small zippered pocket on the rear waistband; a rib knit insert below the rear waistband; a D-ring on the front waistband; and hemmed leg openings.
