Dear Ms. Davenport: In your letter dated October 18, 2013, you requested a tariff classification ruling. The ruling was requested on “Holographic Patriotic Flag Banner”, Item # 13190301. A sample was submitted for our examination. The item consists of eight rectangular shaped, polyvinyl chloride (PVC) plastic holographic patriotic flags which have been strung together by a polyethylene plastic film to form a 12-foot-long banner. Each rectangular shaped flag is printed with a red, silver and blue stars-and-stripes design and measures approximately 10” (H) x 13 ½” (W).
