DBA Caplugs, you requested a tariff classification ruling. Two samples identified as pipe thread protectors were provided with your letter. The thread protectors are designed to be attached to the ends of threaded pipes to provide protection for rig ready casing and tubing sections during short term transportation and storage. The “box” style thread protector screws into the ends of pipes with inner threads. The “pin” style thread protector screws over the ends of pipes with outer threads. The pipe thread protectors are composed of high density polyethylene plastic. They are available with a reinforcing steel ring or band for additional support. The sample pin protector contains the outer metal reinforcing band. The general rate of duty will be 5.3 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
