You submitted a sample of a child size Red Ninja Costume, identified as item number 881039, which consists of a 100% polyester knit pullover, pull-on pants, a hood, a scarf, a waist sash, and arm and leg ties. GRI 3(b) is applicable when goods are, prima facie, classifiable under two or more headings, and have been put up in sets for retail sale.
