One sample was submitted, and is being returned at your request. The sample, identified as Style Number RR21652 -- RRB21652, is a patch embroidered with a stylized star emblem and the words “Royal Rangers.” According to your initial correspondence and subsequent email and telephone contact, the patch is composed of a polyester twill backing fabric with rayon embroidery stitching. The patches will be imported in two sizes: style RR21652 is an oblong patch measuring 3.5 x 4 inches; style RRB21652 is a round patch measuring approximately 2.25 inches. These items will be appliqued onto men’s and boy’s shirts. The duty rate for this provision is governed by Additional U.S. Note 2 to Chapter 58, which states that the applicable rate of duty is 4.2 % ad valorem.
