The garment extends from the waist to the ankle area. You referred to the garments as leggings, and recommended classification in heading 6115 because of the tight fit to the body. For the purpose of classification under the Harmonized Tariff Schedule, tights are accessories constructed from finely knit fabric, and intended to be worn in a manner similar to hosiery.
