It consists of a jacket, false shirt front with wound and pants. The costume will be imported in two sizes; medium, item number 5144060; and large, item number 5144061. GRI 3(b) is applicable when goods are, prima facie, classifiable under two or more headings, and have been put up in sets for retail sale. GRI 3(b) states that the goods "shall be classified as if they consisted of the material or component which gives them their essential character." The jacket imparts the essential character of the set. Although the white cuffs provide some styling, the flimsy jacket is poorly constructed with raw edges at the hem, sleeves, cuffs and front of the jacket. You submitted two samples of a Worm Food Costume which are identical except for size. They are composed of a shirt with wound and pants. The costume will be imported in four sizes; adult medium and large, item numbers 5148266 and 5148267; and child medium and large, item numbers 5144178 and 5144179.
