Dear Ms. Kessens: In your letter dated October 18, 2012, you requested a tariff classification ruling. The sample submitted, ArtSkills reusable Dry Erase Clock, consists of one paper card dry erase panel with a picture of a kitten clock and two plastic clock hands to adjust for time. The clock is printed lithographically with the words “tick tock tick tock, what time is on the kitty clock” and there is a blank space below for the user to enter time. The item is put up for retail sale and is packaged in a clear plastic bag. The applicable subheading for the Dry Erase Clock will be 4911.99.6000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Other printed matter, including printed pictures and photographs: Other: Other: Other: Printed on paper in whole or in part by a lithographic process.
