The seal locks do not provide security. They are plastic clips that are used to identify garments that have been reviewed and approved. When the garment has been reviewed, a worker will mark the date on the seal lock or clip. The seal locks are imported separately from the garments and will only be attached to the garments after importation. The clips have the words “Inspection Sample” on one side and “Date” on the other side in raised letters formed in the molding process. The molded lettering is not considered printing of chapter 49. Three sample seal locks were provided with your letter. The seal locks do not provide security. They are plastic clips that are used to identify garments that have been reviewed and approved. When the garment has been reviewed, a worker will mark the date on the seal lock or clip. The seal locks are imported separately from the garments and will only be attached to the garments after importation.
