Product description

The product is a glitter transfer art which contains four sheets of several images (made from an adhesive applied to a transparent sheet), ten colors of glitter packs and one mini brush. The designs are covered with a release paper to protect the glued images before transferred to the surface. The user is instructed to remove the release paper and press the glued image onto the object for about one minute. Peel off the transparent sheet to release the transferred image and then apply glitter powder and/or gem stones to fill in the design. The transferred image can be removed from the surface with warm water or oil. General Rule of Interpretation ("GRI") 3 (b) of the Harmonized Tariff Schedule of the United States ("HTSUS") states as follows: (b) Mixtures, composite goods consisting of different materials or made up of different components, and goods put up in sets for retail sale, which cannot be classified by reference to 3(a), shall be classified as if they consisted of the material or component which gives them their essential character, insofar as this criterion is applicable. The essential character of the set is imparted by the transfers.

The ruling was requested on an item identified as the “Just My Glitter Fashion Art”. A sample was submitted for our examination. The product is a glitter transfer art which contains four sheets of several images (made from an adhesive applied to a transparent sheet), ten colors of glitter packs and one mini brush. The designs are covered with a release paper to protect the glued images before transferred to the surface. The user is instructed to remove the release paper and press the glued image onto the object for about one minute.
