You submitted a sample of item number 023-1873, a ground cover to be used under a camping tent. You refer to it as a footprint. It is made of woven nylon textile fabric and measures approximately 44” x 80”. It features hemmed edges and an elastic cord at each corner and one along each long side to use with ground stakes (not included). The applicable subheading for the footprint (ground cloth) will be 6306.90.5000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for camping goods: Other: Of other textile materials. The rate of duty will be 4.5% ad valorem. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on the World Wide Web at http://www.usitc.gov/tata/hts/. The sample will be returned as you requested. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
