Samples of the bags were submitted with your letter. The two samples represent disposable plastic gift bags used to package and present wine bottles. The bags are made from a copolymer of polypropylene and polyethylene and are printed with pictures of wine bottles, wine glasses and grapes. The bags have a textile rope handle and a cardboard support at the bottom. According to the breakdown provided in your letter, the weight of the polypropylene is five times greater than the weight of the polyethylene. The applicable subheading for the wine gift bags will be 3923.29.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for articles for the conveyance and packing of goods…of other plastics. The rate of duty will be 3 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
