The EL Range is a composite good which is classifiable under two subheadings in the Harmonized Tariff Schedule of the United States (HTSUS). General Rule of Interpretation 3 (b) of the HTSUS directs us to classify composite goods as if they consisted of the material or component which gives them their essential character. It is the opinion of this office that the essential character of the EL Range is imparted by the rangefinder.

The product is the EL Range combination laser rangefinder and binoculars. There are two models, the EL Range 8 x 42 and the EL Range 10 x 42.
