You submitted two samples of a “Solar Christmas Figurine” identified as item number 9017276. The first sample, Penguin, is a three-dimensional plastic figure that measures approximately 4-1/2” in height x 3” in width at its widest width x 1-1/2” in thickness, and is affixed to a circular base that measures approximately ¾” in height x 2-1/4” in diameter. The rate of duty will be Free. The applicable subheading for the Snowman “Solar Christmas Figurine” will be 3926.40.0000, HTSUS, which provides for "Other articles of plastics and articles of other materials of headings 3901 to 3914: Statuettes and other ornamental articles." The rate of duty will be 5.3 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
