You submitted the following Adult Size samples, which are being returned per your request: The Deluxe Fresh Kill Kyle Costume, identified as item numbers 5148165-M/5148166-L, consists of a 100% polyester woven coat, false shirt front and pants all with PVC wounds, PVC mask with hair and PVC hands. GRI 3(b) is applicable when goods are, prima facie, classifiable under two or more headings, and have been put up in sets for retail sale. GRI 3(b) states that the goods "shall be classified as if they consisted of the material or component which gives them their essential character." The jacket imparts the essential character of the set. Although the PVC wounds and white cuffs provide styling, the flimsy jacket is poorly constructed with raw edges at the hem, sleeves, cuffs and front of the jacket. The Deluxe Winged Reaper Costume, identified as item numbers 5148231-M/5148232-L, consists of a 100% polyester knit robe, gauze wings, PVC mask and PVC hands. GRI 3(b) is applicable when goods are, prima facie, classifiable under two or more headings, and have been put up in sets for retail sale. GRI 3(b) states that the goods "shall be classified as if they consisted of the material or component which gives them their essential character." The robe imparts the essential character of the set. Although the double layer cuffs, plastic rib cage and gauze on the front provide styling, the robe has a flimsy neck and raw edges at the closure, hem, sleeves, and cuffs. The robe closes with flimsy hook and loop tabs.
