The subject product, Norethindrone and Ethinyl Estradiol tablets, is a medicinal preparation containing a synthetic progestin and a synthetic steroidal estrogen, as the active ingredients, respectively. The product is a combination oral contraceptive consisting of a cycle of 28 tablets taken in three different phases. Each tablet contains various dosages of Norethindrone (0.04 mg, 0.05 mg, 0.75 mg and 1 mg) and Ethinyl Estradiol (0.035 mg) . It is indicated for the prevention of pregnancy. The applicable subheading for the Norethindrone and Ethinyl Estradiol tablets imported in dosage form will be 3006.60.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Pharmaceutical products specified in note 4 to this chapter: Chemical contraceptive preparations based on hormones, on other products of heading 2937 or on spermicides.” The rate of duty will be free.
