The tank style leotard has a drop neckline and vertically sewn garment panels. The shoulder straps have wraparound fabric that gives the illusion of knots. The leotard also features a small bow sewn onto the middle of the neckline. The garment is used for dance. The Explanatory Note to heading 61.14 states that "The heading includes, inter alia: (5) Special articles of apparel used for certain sports or for dancing or gymnastics (e.g., fencing clothing, jockeys’ silks, ballet skirts, leotards)."

Dear Ms. Stanczak: In your letter dated February 6, 2012, you requested a tariff classification ruling. As requested, the sample will be returned to you. The submitted sample, Style 9867C, Knot Strap Leotard, is a girl’s front lined leotard constructed of knit fabric that is 90% polyester, 10% spandex. The tank style leotard has a drop neckline and vertically sewn garment panels. The shoulder straps have wraparound fabric that gives the illusion of knots.
