General Rule of Interpretation ("GRI") 3 (b) of the Harmonized Tariff Schedule of the United States ("HTSUS") states as follows: (b) Mixtures, composite goods consisting of different materials or made up of different components, and goods put up in sets for retail sale, which cannot be classified by reference to 3(a), shall be classified as if they consisted of the material or component which gives them their essential character, insofar as this criterion is applicable. It is the opinion of this office that the essential character of the prayer cloth is the printed matter. The sample submitted is being retained for reference.

The sample submitted is a prayer cloth that is made of 100 % cotton. The prayer cloth is square and measures approximately 20 inches by 20 inches. The prayer cloth is imprinted with various bible scriptures and a prayer of agreement on one side and blank on the other. According to your literature, the prayer cloth is used in healing the body and mind using God’s words or scriptures. The subject item is composed of two component items: cotton textile and printed matter.
