The submitted samples identified as model numbers “9500” and “9501,” are men’s and women’s removable sheepskin insoles, respectively, and are comprised of sheepskin fur cemented and stitched to rubber or plastic “foot shaped” bases. You state that the essential character of these insoles is the sheepskin because it affords warmth and comfort and is the reason why consumers purchase them. The applicable subheading for men’s and women’s removable sheepskin insoles identified as model numbers “9500” and “9501” respectively, will be 6406.99.9000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for parts of footwear: removable insoles, heel cushions and similar articles; other: of other materials: other. The rate of duty will be Free. Duty rates are provided for your convenience and are subject to change.
