Dear Mr. Koerner: In your letter dated September 22, 2011, but received on October 13, 2011, you requested a tariff classification ruling. The sample will be returned to you. The submitted sample, Flower Tutu, identified as product number FTUT*, is a child’s tutu/skirt constructed of 100% polyester knit net fabric.
