Photographs of the aluminum frames were submitted for our review. The merchandise under consideration is described as aluminum frames. You indicated in your letter that each frame is made with aluminum extrusion strips that are cut into certain lengths. Hardware is used to hold the strips together to form the frame. You stated that the subject frames “will be used in numerous applications that require fabric to be stretched tight and made solid. One example of this would be to cover ventilation fan openings in a barn during the winter months.” You have asked whether this product is subject to antidumping duties or countervailing duties (AD/CVD). Written decisions regarding the scope of AD/CVD orders are issued by the Import Administration in the Department of Commerce and are separate from tariff classification and origin rulings issued by Customs and Border Protection.
