The item is designed for use to heat an individual eight ounce, Meal Ready to Eat (MRE), field ration. The heater sleeve contains finely powdered iron, and magnesium metals. Also included is a pouch containing salt water. The water is poured into the heater sleeve creating a chemical reaction, thereby generating steam heat. The disposable ration heater is designed to heat an eight ounce meal in 10-12 minutes. The sample will not be returned.

The actual sample of the Flameless Ration Heater was not submitted with your ruling request. A similar item and descriptive literature were submitted for review.
