The lined sleeveless garment has wide shoulder straps with ribbon bows, gathered fabric at the bodice and a vee neckline. The garment back is cut straight across the shoulders below the armhole openings. The Explanatory Note to heading 61.14 states that "The heading includes, inter alia: (5) Special articles of apparel used for certain sports or for dancing or gymnastics (e.g., fencing clothing, jockey’s silks, ballet skirts, leotards)."

As requested, the sample will be returned to you. The submitted sample, Style 9827C, Tank Leotard, is a girl’s leotard made of finely knit fabric that is 90% nylon, 10% spandex. The lined sleeveless garment has wide shoulder straps with ribbon bows, gathered fabric at the bodice and a vee neckline. The garment back is cut straight across the shoulders below the armhole openings.
