The interior of the submitted sample is fitted with a permanently sewn in divider. However, you indicate in your letter that the finished product, at the time of importation, will have a removable divider with hook-and-loop fasteners and a reinforced bottom. The classification of the bag is not impacted by these interior dividers. This ruling will apply to both versions of bag presuming the construction is otherwise exactly the same.

Your sample will be returned to you. The style you refer to as “Brownjug” is a six bottle wine bottle bag constructed of non-woven polypropylene textile material that is laminated on the outer surface with plastic sheeting. The constituent outer surface material is the plastic sheeting. The bag is designed to provide storage, protection, portability, and organization to its contents.
