Y. You submitted a sample of a paper yarn basket measuring 9” long, 9” wide and 7” deep. The basket has a metal frame. Rolled paper strips create the paper yarns, thirteen of which are glued together to form a buldoc, a narrow fabric of parallel yarns without any crossing yarns, joined by an adhesive. The buldocs are then woven through the metal wires that form the basket. The paper yarns made of rolled paper are considered a textile for tariff purposes. Similarly, the buldocs are considered narrow textile fabrics. The metal wire frame encompasses the top and bottom rims of the basket, with one wire in the center across the bottom. The wire frame by itself does not form a basket that would be capable of holding items.
