Maloney Rode & Qualey 55 West 39th Street New York, NY 10018 RE: The tariff classification of a beach sheet from China Dear Mr. Maloney: In your letter dated February 11, 2011, you requested a tariff classification ruling on behalf of your client, Decker’s Outdoor Corporation. You submitted a sample of a product you call the Linen Beach Sheet with Stuff Sack (no style number given). Both the sheet and the bag are said to be made of 100% linen woven fabric. The sheet measures approximately 65” long and 53” wide and is hemmed on all four sides. The drawstring sack is made of identical fabric and is meant to hold only the sheet. Together, they form a set for tariff purposes, with the sheet imparting the essential character. General Rule of Interpretation 3(b), Harmonized Tariff Schedule of the United States (HTSUS), noted.
