Handkerchiefs of which any side exceeds 60 centimeters are to be classified in heading 6214.

The samples will be returned to you. The submitted samples are five bandanas made of 100 percent woven cotton fabric. The bandanas are hemmed on all sides, measure 65 centimeters square, and feature various prints. Chapter 62 Note 7 states that scarves and articles of the scarf type, square or approximately square, of which no side exceeds 60 centimeters are to be classified as handkerchiefs (heading 6213). Handkerchiefs of which any side exceeds 60 centimeters are to be classified in heading 6214. The applicable subheading for the bandanas will be 6214.90.0010, Harmonized Tariff Schedule of the United States (HTS), which provides for "Shawls, scarves…Of other textile materials, Of cotton." The duty rate will be 11.3 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
