You submitted a sample of a baby swaddling cloth measuring approximately 21-1/2 inches long and 7-1/2 inches wide. The swaddling cloth is made from cotton. It is wrapped around a baby in a stroller (“pram”) and closed with acrylic hook-and-loop fastener strips on one end and acrylic mesh on the other. It comes in four sizes. The applicable subheading for the baby swaddling cloth will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up textile articles, other. The rate of duty will be 7% ad valorem. Duty rates are provided for your convenience and are subject to change.
