The actual condiments are not included. There is a flexible plastic carry handle strip inserted into two apertures, one at each of the two opposing ends of the strip, on the middle of the lid. As you requested, the sample will be returned to you. This item is considered to be "goods put up in sets for retail sale" within the meaning of General Rule of Interpretation (GRI) 3. It is the container that serves to organize and store all the other included components. Therefore, it is the opinion of this office that the plastic container provides this item with the essential character within the meaning of GRI 3(b).
