Your correspondence indicates that this item will be imported in 5 yard lengths, wound around a circular paper board flange that is spooled on a plastic core. It will be used in the craft industry as decorative trim. In your submission you suggest classification under subheading 5808.90.0010 of the Harmonized Tariff Schedule of the United States, (HTSUS). However, classification under that subheading is precluded as it specifically states “other than knitted or crocheted,” and this trim is knitted.

The submitted sample is identified as item number 123323 (Trim, Pompom, Tangerine Tango). Information provided in your original request and subsequent emails state that this trim is made on a warp knitting machine, in one operation. As the trim is knitted, a bundle of yarn is hooked out and formed into a circle, creating the pompom effect.
