You state in your letter that you plan to import sodium lauryl ether sulfate and that this product will be used in making soaps. Sodium lauryl ether sulfate is an anionic surfactant. The applicable subheading for the sodium lauryl ether sulfate will be 3402.11.5010, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Organic surface-active agents (other than soap); surface-active preparations, washing preparations (including auxiliary washing preparations) and cleaning preparations, whether or not containing soap, other than those of heading 3401:Organic surface-active agents, whether or not put up for retail sale: Anionic: Other: Salts of sulfated alcohols. The rate of duty will be 3.7 percent ad valorem. This product may be subject to certain requirements under the regulations administered by the Food and Drug Administration (FDA).
