Dear Ms. Halliburton: In your letter dated October 14, 2010 you requested a classification ruling. As requested, your sample is being returned to you. The submitted sample, style J9-045A, is a woman’s “DDX Dri-Duck” label jacket that is normally worn over other garments for warmth and protection from the elements. The jacket is constructed from two layers of knitted 100% polyester fabric that are bonded together. The outer surface of both fabrics have been brushed.
