Dear Mr. English: In your letter dated July 23, 2010, you requested a tariff classification ruling. The sample you have submitted is being returned as requested. You describe the submitted sample as a compression sleeve puller. Information gleaned from the website you provided (www.englishtoolco.com) and your US patents, states that this hand operated tool is made of stainless steel. It is used to remove compression sleeves from plumbing lines. The tool is threaded onto a compression nut and the threaded stem is turned inward.
