Putty Caulk for Windows and Doors consists of a white colored caulking compound in cord form, measuring 1/8 inch thick x 30 feet long, rolled up and retail packaged in a printed paperboard box. The product is composed of 14-20% rubber; 18-25% softener, 55-65% aggregate, and other additives. Putty Caulk for Windows and Doors is self adhesive and designed for use on wood, plastic, metal, masonry, glass and concrete to seal gaps and block drafts, noise and bugs. The Harmonized Commodity Description and Coding System Explanatory Notes (ENs) constitute the official interpretation of the HTSUS. While not legally binding nor dispositive, the ENs provide a commentary on the scope of each heading of the HTSUS and are generally indicative of the proper interpretation of these headings at the international level. They are used, sometimes after the addition of a hardener, to give flexible protective coatings (resistant to chemical agents and to solvents), and also for caulking. These mastics may also be composed of aqueous dispersions of rubber, containing added coloring matter, plasticizers, fillers, binders or anti-oxidants, used for hermetically sealing metal cans.
