The sample submitted, style number 5022296D, is a women’ lower thigh-length coat with a shell composed of a woven 100% polyester fabric that has a polyurethane coating on the inner surface. The coat is lined with a woven man-made fiber fabric. The coating is not visible as that term is defined in the tariff, therefore HTS 6210 does not apply. The coat measures 33-inches in length from the center back and has a full front opening secured by a zipper closure, a detachable hood that is held to the garment by buttons and loops and a double collar.
