As requested, your samples will be returned. Two samples of Product Item No. 20049, “Blinking Eyes T-Shirt,” were submitted, one in black and one in white. The samples are men’s short sleeve pullover garments constructed from 100% cotton, finely knit jersey fabric that measures 26 stitches per two centimeters counted in the horizontal direction. The garments are cut and sewn and have a rib knit crew neckline; short, hemmed sleeves; and a straight, hemmed bottom. There is a large heat seal design on the center chest showing a “Monster Face” with blinking red and green light-up eyes. A pocket on the inside of the front panel houses the battery pack and wires that operate the LEDs that light up the eyes. The garments are sold with a descriptive header card that has a “Try Me” button and wire attached to the battery pack to demonstrate the blinking eyes. Dear Sirs: In your letter, which was received by this office on December 17, 2009, you requested a tariff classification ruling. As requested, your samples will be returned. Two samples of Product Item No. 20049, “Blinking Eyes T-Shirt,” were submitted, one in black and one in white. The samples are men’s short sleeve pullover garments constructed from 100% cotton, finely knit jersey fabric that measures 26 stitches per two centimeters counted in the horizontal direction.
