Dear Ms. Oliver: In your letter dated November 24, 2009, you requested a tariff classification ruling. The item under consideration is a Glass Candle Holder, Item F6ZB729C-10. A sample of the candle holder was submitted with your ruling request and will be returned to you. The submitted sample is a clear glass container-like article in the form of a hurricane style hour glass, measuring approximately 11? inches high flaring outwards at the top opening to a diameter of approximately 7¾ inches. At approximately 5 inches from the bottom the glass narrows to a diameter of approximately 4 inches, creating a shelf within the perimeter of the glass on which rests a removable metal insert. The metal insert is specifically fitted to hold a pillar style candle.
