Dear Ms. Benedetto: In your letter dated October 14, 2009, you requested a tariff classification ruling. You submitted a sample, identified as a Go Go Girl Costume Set, style number CS10-0131, which consists of a belt, dress, and fabric hairband. GRI 3(b) is applicable when goods are, prima facie, classifiable under two or more headings, and have been put up in sets for retail sale.
