The submitted sample, identified as Style #AW-9787, is a size 9 women’s boot with a fur lined boot shaft. The upper is composed of what you identify as “pu nubuck” and has a slide fastener closure on the side and a bungee cord closure on the front. The outer sole material is rubber/plastics. The applicable subheading for Style #AW-9787 will be 6402.91.4050, Harmonized Tariff Schedule of the United States (HTSUS), which provides for footwear with outer soles and uppers of rubber or plastics: other footwear: other: having uppers of which over 90 percent of the external surface area (including any accessories or reinforcements) is rubber or plastics: for women. The boot does not have a foxing or a foxing-like band and is non-protective. The rate of duty will be 6%. Duty rates are provided for your convenience and are subject to change.
