Dear Ms. Chowning: In your letter dated September 2, 2009, you requested a tariff classification ruling. The merchandise under consideration is a DVI to VGA Adapter, item number 26850. This device consists of a small plastic housing with a DVI (Digital Visual Interface) D-Type Male plug at one end and a VGA (Video Graphics Array) D-Type Female socket at the opposite end. The DVI to VGA Adapter contains no electronic circuitry, it is a passive, straight through connector that does not alter or convert electrical signals in anyway. The applicable subheading for the DVI to VGA Adapter, item number 26850, will be 8536.69.8000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Electrical apparatus for switching or protecting electrical circuits, or for making connections to or in electrical circuits…for a voltage not exceeding 1,000 V: Lamp-holders, plugs and sockets: Other: Other.” The general rate of duty will be 2.7 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
