The sample submitted with your request, identified as a “jelly tag,” is a luggage tag made of soft plastic material. The sleeve style tag has a hole at the open end though which is threaded a loop that can be attached to a luggage handle with a slip knot. A paperboard identification card is inserted into the sleeve to be filled out by the consumer with identifying information. The card is visible through the translucent color of the luggage tag. The sample is being returned as you requested. The applicable subheading for the luggage tag will be 3926.90.9980, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other articles of plastics, other.
