The submitted sample is a men’s size 11, lace-up fishing boot. The outer sole is felt textile material. The upper is composed of vulcanized rubber/plastics and textile material. The component material comprising the greatest external surface area of the upper is rubber/plastics. The applicable subheading for Style 92EC will be 6405.90.9000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other footwear: other. The rate of duty will be 12.5 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
